GTX SLI 760 Underclocked

When I built my computer, I looked into SLI vs a single stronger graphics card as the performance of two cards are usually better than one and it was supported by benchmark tests and gpu boss. None of the components in my computer are overclocked. When I first installed windows, it was corrupted but during that time, I ran Metro Last Light Benchmark just to test the performance and it averaged 50 fps, which matches the benchmark others had tested. However, because my windows was corrupted, I had to reinstall it, after that, when I ran the benchmark again it averaged around 25 fps on 1440p Monitor. I use Fraps and everything seems choppy. All my drivers are up to date and I have no idea why this is happening.
My cpu is sitting around 45 degrees and my two gpus are about 35 degrees.

After doing some more researched and using ASUS GPU Tweak, I figured out that I could change the MHz of my GPU easily, as well as monitor the MHz and temperature. In the performance graphs, both of my GTX760s are sitting around 862 MHz.... How could I solve this?

No, the benchmarks are for 1440p. I figured out my problem... my GPU's cannot maintain more than 862 MHz.... I'm not sure if I got a defective power supply or its a problem with my GPU
