I have a 30 GB solid state drive on a brand new computer that was built less then 5 months ago. After installing Win 7 and all its updates I had roughly 15 Gigs left. I have not installed anything else to it since. I have a 2 TB HDD that I have all my programs and files on. It is where I keep everything but my OS. The problem is that my solid state that has had nothing installed on since I built the computer is now filled up. I have run disk clean up several times and it cleans about 2 MB of space that is immediately filled back up. If there is any available space when I run Disk Cleanup it disappears. A little help with this problem would be nice, thank you.

Windows have something called ghost copy, it's basically used for recovery purposes (the system recovery feature) it contains a backup of the important windows files.
With your new hard drive the ghost copy will increase in size to make sure your data won't be corrupted when your windows is messed up and you need to use system recovery
