This is a bit long so skip to last 2 sentences for what problems I am having now

I have been having massive problems my gtx 770 started not working in games and so I reinstalled drivers. When I did this the computer said there was an error and wouldn't go any further I have reinstalled 3 different driver versions and many times of each. Then someone said I should update my MOBO bios this didn't work and they were definitly the right bios.
I then downloaded them in safe mode and this is the wierdest one, this worked sort of when I start up geforce exp I can't optimise games it says my gtx 770 isn't compatible (this has fisxed itself) but shadowplay and LED visualize showed up fine. When I tried to play games Skyrim ran at 25fps granted that there were a lot of mods (about 70) but it droped to about 5 at one point, Crysis 2 should handle at 60 fps and did on the 770 before the problems but now is 20-40 fps with watch dogs like stuttering, W_D ran at about 10 fps.

I have tried so many things if there is anything you could recommend I would be really grateful.

specs are as follow:
windows is compleatly up to date
moniter is 227EALHA 1080p moniter 2ms response rate
asrock b85m pro 4 MOBO
8gb corsiar vengence ram
i5 4570
750gb WD scorpio black HDD
cx 600w corsair PSU

I would start by cleaning things up first. Uninstall the Nvidia package again. Reboot and run CCleaner: https://www.piriform.com/ccleaner
Do the Clean and Registry portions both. Then run this driver uninstaller/cleaner from Safe Mode: https://forums.geforce.com/default/topic/550192/geforce...
(you could probably eliminate the above driver uninstall if you use this pgm if you desire)

After re-booting, install the correct driver for your card and OS... in normal mode, not SM. Personally, I do not like installing drivers in SM.

I don't really want to do that but it might come to it I noticed in msi afterburner that in games my gpu had really low gpu usage where usually it goes around 90-100% usage it now hovers around 40%. I get about 40fps on splinter cell blacklist at medium settings as a performance idea

Don't want to do what? Run CCleaner? It's purpose is to rid the system of resource-wasting crap and registry errors. All of which can slow down gaming.
Also, check your tray and see how many pgms you have running while you are trying to game. They all steal resources.

Is this issue in single player as well as multiplayer?

Unless you somehow are running off the integrated video instead of the GTX 770, all I can think of is a defective card. You're not still plugged into the on-board video port are you?

It's plugged into the hdmi port on the 770 and is definitly on the 770. The card isn't faulty as I tried with my old 760 and the same results but the results are definitly better then integrated graphics as I get 40 fps on SP blacklist medium settings. It's just like the card has all the power but chooses not to use it.

This is quite wierd and i'm not sure if it's related but on MSI afterburner the power min is 9 (normal) but the max is 31921958(wtf) and with gpu usage, FB usage, VID usage, BUS usage they are all min 0 and max 4294967296. I also noticed that on the card temperature it said the max was 54 so that might be the problem as come to think about it I never noticed in any game or benchmark tool it got over 50 degrees.

Sounds like a defective card, doesn't it? Can you still RMA it to the retailer? If not, the manufacturer should make good on it.

my old 760 does the same thing though

Also I had a go with kombust and before I got a score of 900 and somthing which as like it was performing in games but now it got 2570 which is the highest score i've seen with the OC on.
