Weird semi-transparent dashed ghosting

Title is pretty self explanatory.

I bought an Asus VS238H-P 23" 2ms, I plugged it to my GPU using an HDMI cable.

Whenever I scroll, it will do something similar to ghosting except it's small 3 pixels dashes sliding all around the edges of pretty much all the elements in my screen. For example, this text box or the "Tom's hardware" logo.

I tried 2 graphic cards so far and the problem still persist. If I remember correctly, I used a DVI cable for a week before I order the HDMI cable and it was still doing it.

I looked around my monitor options and managed to get rid of the shadows only to be left with those annoying semi-transparent dashes.

Stuff like that is usually a bug in the rendering engine of the web browser, from what I've seen.

Try a different browser?

It's not only the browser, it does it on most applications. I don't mind it that much when I'm browsing the internet but it's definitely hard for the eye when the game looks like there's no anti-aliasing due to this problem.

It's also sliding around the object a bit like a chainsaw. The faster I scroll, the faster it slides around. It's quite irritating.
