Moments of smooth framerate in games then back to stuttering (GTX 650)

Hey guys,
So I got this pc built last June 2013, and it was working perfectly. Games would run smoothly and have a good frame rate. Now, it's been getting low frame rate and a lot of stuttering in games like BF4, GTA, Civ 5, Minecraft, the Forest, Far Cry 3. Minecraft before would get 60 minimum, but now it drops to 30. BF4 was always smooth, but now it stutters so bad. Its the same with the other games as well.

While playing though, sometimes the frame rate would be the best, but only for a short time. 2 minutes of heaven for me, smooth fps, no stuttering, and thats the same with all the games! First, bad framerate with all the games, stuttering and all, but then 2-3 minutes of perfect smooth gameplay.

My specs; GPU: GeForce GTX 650 CPU: Intel(R) Core(TM) i5-3570 CPU @ 3.40 GHZ RAM: 4.00 GB RAM (3.95 GB usable) OS: Microsoft Windows 8.1 Single Language, 64-bit

If anyone would be able to help me, that would be so awesome. Thanks.

I posted this on another forum and a guy said it might be my PSU. My PSU is HuntKey Model: LW-6550 HG.

What do you mean? Like physically clean? Uhm.. I haven't opened up my pc and had it cleaned if thats what you mean. I would, but I don't know how to properly clean the thing.

For virus, I scan it regularly with Windows Defender.

I think either your os is plugged up with junk running in the background, or your actual system is dirty. Try not cleaning it but just look inside your case and see if the fans and anything else inside the case are dusty. If you overclocked the processor just go back to stock speed. Also if you are at stock speeds 80c is pretty hot but not terrible but I think it might be an issue with dust or a bad overclock causing the vrms to get to hot. try looking at truetemp and see what it says about the vrm temp.

Okay, I'll clean the fans tomorrow. I didn't overclock anything too.

A guy from NVIDIA forums said it is with my PSU. This is what he said.

"And as for your PSU, it is very underpowered. Your PSU is effectively a 450w PSU but it doesn't have enough Amps. Requirement for PSU and Amps is 400w with a 12v rail at 20A. Your PSU has two 12v rails that are independant of each other. 12v rail 1, runs at 18A. 12v rail 2, runs at 16A. That is likely the reason your GPU stutters because it's not getting enough power.

I would suggest replacing that PSU with a more powerful PSU at 600w or better. The higher you are from the wattage requirements, the longer your PSU will live. I don't expect your PSU to continue working very well for much longer.

I would suggest that you run your CPU fan at max, according to speedfan it's only running at 69% Keep it cool. I believe your GPU is not overheating and that it's a power problem."

Does he have a point here?

Well lets compare say a system that I recently build yesterday that has a non refreshed haswell core i5, with a corsair h100i. The system has an overclock that is set to 4.6 , and 1.25 on the vcore. This system runs at 73c under load max with the overclock, with a gpu benchmark and a cpu stress test running at the same time. Your processor is known for running cooler than haswell, and it is also running at stock speeds with what I am guessing also the stock fan, your system at stock speeds is getting way hotter than the overclocked system that I built yesterday. So even though I have a water cooler installed in the system, even if I didn't at stock speeds with a stock cooler it would run at like 50-60c under load if that. So do you think that there might be some sort of issue there if your stock speed system is running hotter than an overclocked system?

I don't know what you mean really cause I dont get the question. I'm not really knowledgeable in those stuff...

But maybe, the issure regarding the temperature cause I was running a Minecraft server during the test?
