amd cpu overheat

hello
i have problem my cpu is burning i recently buy new computer the specs are
CPU:amd athlon II x4 631 2.6 ghz
GPU:AMD radeon hd 7850 xfx 2 gb ddr5
RAM:2x4gb
psu:corsair cx600w
and i used stock cpu fan
when i do gaming games like battlefield 4 my temps reaches 70c and i decided to underclock my cpu and i underclocked from 2.6ghz to 1.8 and temps now when im gaming are 59c so i decided to buy new aftermarket cooler so i can get back my cpu speed to normal.i bought cooler called raijintek zelos and temps in bios reach 75c i dont know how
and i started my system i checked speed fan it runs only at 1500rpm that is 100% of speed of that fan and temp were 60c at idle i started game and the system crashed after 2 min with blue screen and message "system is shuting down to prevent further damage to your computer" so my question is is there any way so i can speed up my cooler because my stock cooler runs at 6000rpm when cpu is under heavy load and this shit runs at 1500rpm and computer shouts down itself so any suggestions sry for bad english

Well, I dont really know how good is that cooler you got "raijintek zelos", but any decent cooler should keep that athlon under good temps. How is your PC case? Is it well cooled, does it have at least one cooler in the back or in the side? Anyway my case does not have any extra cooling and I keep it open from the side and try to cool it with a little cooler i have in home, that could be your temporary solution.
EDIT: By the way I just got something in my head; Did you cleaned the pre-applied thermal paste? Because an excess of paste is also bad for the cooling of the CPU and it can cause overheating. Make sure you apply it correctly, just a little thin layer.

Did you buy it new or from another person? Maybe the thermal paste is wasted and changing it will improve your temps. I have a athlon ii x2 and when I got a aftermarket cooler i didn't notice any improvements till I replaced the thermal paste, thet it went from 78C at load to somewhat between 60 and 65. Hope this helps.
