Overclocking Intel Core2Duo E7500

Hi all,
My rig is :
Intel Core2Duo E7500 2.93GHZ
2GB Ram
ATI HD 4670 1GB DDR3
I recently switched to Windows 8.1 Pro x64 version ..
And the perforamnce is far from good ..
So I figured I'd try to overclock my cpu .. (and I will make the ram 4GB in the next few days ..)
I've never overclocked anything so you can say I'm a noob when it comes to overclocking ..
So I need your help .. What's the best way to overclock my cpu and how to do it .. and what's the maximum limit that I can overclock it to ..

I tried this :
"CPU Clock Ratio = 10x
Fine CPU Clock Ratio = +0.0
CPU Host Clock Control = Enabled
CPU Host Clock Frequency = 333MHz
PCI Express Frequency = 100MHz
(G)MCH Frequency Latch = 333MHz
System Memory Multiplier = 2.00B

but after playing FIFA 14 for 30 minutes the 1st core temp is 82 C ! (using HW monitor) .. I think that's too much .. when I closed FIFA it dropped immediately to 62 C.
P.S: The temp here in Egypt is 28 C
Is there is anything I can to speed up the CPU fan or something like that to prevent this overheating ?
