Why can't I run Watch Dogs fine?

I can't run the game properly even at the lowest settings and from benchmarks I should be able to run the game at ultra with 35-40 fps at 1080p. I'm playing on an 720p monitor, with the 1366x768 resolution, so I should get even better fps. The game has frame drops which are really disturbing and annoying and they are making the game unplayable.

Here are my specs:
i7 4770
4GB RAM
R7 265
Windows 8.1

All of my drivers are up to date.

1)Your GPU is not nearly strong enough to capitalize on Watch Dogs ultra with smooth gameplay
2)Decrease Anti Aliasing or Disable for boost in FPS!
3)Your playing a hardware demanding game and more fast RAM is required!
4)Try on the lowest settings,and record your fps with every graphical upgrade in game until you find the sweet spot for Quality/Framerate!.
