If I am using a 650w psu would it be able to handle a graphics card upgrade from a GIGABYTE 770 2GB to a EVGA 780 3GB?

CPU: Intel Core i5-4670K

It can handle both. 650W will not handle either one in SLI configuration, but for a single card, both will work.
