Weakest component of my gaming PC

Ok, i got:
i7-2600 (not the K edition) running at 4,2ghz max
Asus p8p67le mobo
Kingston genesis 1600mhz 2x4gb
chieftec 750w power supply
r9 290 hardly overclocked
samsung syncmaster (something) at 1080p //upgrading this soon and going to 2 display setup
ssd 128 gb and 1tb

I'm getting such a low FPS in all games. Is my CPU limiting the GPU or is it the power supply, memory or what? I got no idea. Should i just upgrade everything except the gpu to improve my system? :D

Have you tried to update your GPU drivers? Go to the AMD website (amd.com) and download "Catalyst Software Suite"

Your PSU is pretty low quality. For the safety of your computer, I would replace it with a quality unit. (Antec, XFX, Seasonic)

Corsair is hit or miss. The CX, CS (not 650), and RM units use low quality capacitors. They are average at best and generally not recommended. The Corsair units to get are the HX, TX and AX units.

Hi,
I know it's not the best PSU, but isn't this kinda off-topic to discuss is it low quality or not? I don't think it's the one reducing FPS and it should provide enough power anyways. But I will upgrade it at least when I'm getting new mobo + CPU, if you guys don't have a simple solution for my system's low fps.

@farblood I've kept all the drivers up to date so it's not because of that

To be honest I would replace that PSU ASAP. A low quality PSU can easily fry the entire system. It has happened to a ton of people including myself. A new 650w PSU from XFX costs $60 and is WELL worth it to ensure your computer doesn't go up is smoke.

Ok, i'll upgrade the PSU. What kind of PSU do you recommend for me, (thinking about future upgrades) if i get second r9 290, new mobo and new processor. 850w gold or platinum for that kind of setup? I think it's best to get a good PSU now and not upgrade it again when i'm replacing mobo and cpu

Still missing the solution for FPS promblems. though

Stick ONLY with Antec, XFX, Seasonic, Crosair (HX, TX, AX only).

Also, don't forget that Gold, Bronze, Platinum, etc. are not measures of quality. Only efficiency. There are gold rated PSUs that will burn your house down, and bronze rated PSUs that are better quality than some platinum rated PSUs. For example I have an Antec HCG-750. It is OEM'd by Delta and actually can make 900w while still remaining in ATX specs. It qualifies for a GOLD certification at 750w but it is only marketed a bronze unit. This is all due to marketing.

What kind of fps are you getting? Your hardware should be able to run just about anything smoothly at med high to high settings.
While the PSU is not a great one, and I too would suggest replacing it, but it may or may not be the root of the problem.
What CPU cooler are you using? What temps is the CPU running?
Could be getting to warm and throttling back? Run core temp and prime, watch temps and core speeds.

Have you tried scanning for malware and viruses? If your pc is infected your cpu may be close to a 100% load all the time.

Btw, my current PSU is Chieftec APS-750C and yes i'm going to upgrade it, because it seems to be so bad :D 

I got noctua dh14 as CPU cooler, which is much better than my cpu would need (i7-2600 NOT K). :)  The cpu temps are max 60 celsius degrees, and it runs really smoothly in all tests. In tests it isn't far behind in perfomance due 'overclock' to 4,2ghz.

It's kind of wrong to talk about low fps in this situation, maybe lower than i should get is better way to describe. I don't remember exact numbers so i'll need a moment to get them

EDIT. Yes i've been taking care of anti virus and i'm doing virus + malware scans. Using F-secure internet security 2014, also checked with other programs.
I've been looking the cpu and gpu usage and both are normal. In games cpu ain't going to 100%, but gpu is

Nothing in your system hardware wise should be causing low FPS. If your having issues it may be a software problem. I would run a registry cleaner and a good Antivirus then see how your computer runs. Maybe try defragmenting as well.

Also check your startup programs, you may have a bunch of processes starting up automatically.

I think the problem isn't in softwares. So you don't think any component is really slowing down the setup? I thought it could be the CPU, which is slowing GPU? Though the memory and mobo aren't really good either

Is your gpu running 100% in all games or just 1? Maybe you turned on a setting and forgot about it (happened to me once when playing BF4, resolution scaling was set to 200% so it was rendering in 4k and downscaling to 1080p which caused my fps to be reduced by 75%)? And what about your gpu temps? If your gpu gets too hot it lowers its clockspeed automatically, which
happens quite often with the r9 290(X) series GPU's because they run so hot.

GPU running 100% in most of games, like dayz standalone, bf4, bf3, cs go, skyrim, bf hardline.
I have to check the scaling in bf4, because that could be the problem in that one.

My GPU is going max 80C and keeps the clocks i'm using just fine. I have to mention that it's really loud GPU :D

Yea are you comparing benchmarks to benchmarks online? It won't be exactly the same but you should be getting roughly same FPS as long as settings are close to the same.

If I was you I would clean install windows before spending money on hardware right now. Your i7 should be more then enough even if it is Sandy Bridge.

Yes I'm comparing to other benchmarks. Both game and component benchmarks, gpu scores, fps in game etc.
I did a clean install half year ago, but sounds like a good idea to do and check if it changes anything.

In fps benchmarks i was just wondering the difference which my CPU does in the GPU tests. I mean like bf4 benchmarks with r9 290, while they use processors like i7-4770k overclocked

Your CPU is more than powerful enough. this is 100% not the problem.
