One CPU fan clamp isn't flush with others on back of motherboard

My cpu is intel i5 4670k. The stock fan has 4 clamps which poke through the motherboard to lock it in place. Once I push them all through and twist them counter clockwise 90 degrees, one is poking through not quite as far as the other 3. I tried redoing it and pressing both perpendicular pairs down together to make them flush but no dice and I don't want to push too hard and break something. It is firmly in place and doesn't wiggle, but one clamp is still not poking through quite as far as the others. Did I miss a step or is that normal?

they are difficult to push through, there needs to be a good clamping pressure for the heat sink to work well.

if you have not done it right the idle temps will be high 50-60C, and load temps will hit 90+C, so go carefully.

I thought that you only twisted them to release the pushpins and not twist to lock. you twist to unlock and twist to reset and push to lock.
