Does V-sync differ depending on the different amount of hz on a monitor?

So lets say you are getting 250 fps on a game and you only have a 144hz monitor if I turn on v-sync will it go down to 60 fps or will it go to 144 fps because I have a 144hz monitor?

You pretty much nailed it. Vsync limits to the monitor refresh rate, so the hz.
60hz, 60 fps. 144hz, 144fps.

Vsync makes the monitor in charge of determining the fps.
I think 144fps in your example.
But... fraps does not exactly measure what the graphics card actually outputs.
