CPU Fan Rattles unless I push/touch it

My CPU Fan makes a VERY annoying rattling noise, and it dosen't stop unless i push or touch the Heatsink. It is SUPER Annoying. Also, it dosen't make the sound ALL the time, only sometimes, which confuses me. Yes, I've dusted out my case.

Please Help. What do I do?

Make certain the heatsink is properly and firmly seated on the CPU. If it is loose that could be causing the fan/heatsink noise and touching or pushing on the fan/heatsink kinda/more-or-less temporarily reseats it. Here's a Tom's tutorial on removing the thermal paste and reinstalling the heat sink if you have to do that.

If that doesn't solve the problem, then the heat sink fan is failing and you will need to replace it.
Depending upon the age of the CPU, Intel and AMD are pretty good about replacement parts.
