Random ping spikes?

For the past few months, I've been having problems with every aspect of my internet - gaming, streaming, emails, etc., from every device I've used on my network - ethernet connected desktop, laptop, tablet, smartphones, etc. There are generally 3-6 devices connected (spikes occur regardless of how many are connected) and tracerts to Google and other sites during the spikes show a ping of 200-9000 ms. They last from 1 to 10 minutes. My ISP is windstream, and my router is the Apple Airport Extreme.
Here is a tracert (most spikes cover almost every hop, this is just an example that shows how it occasionally goes up and down):

Can anyone identify the problem and a solution?

This must be down to incoming cable, filters or router. What kind of system is Windstream. Is it cable or ADSL - if ADSL swap out some filters or disconnect all other phones and other devices connected to the phone line such as alarms etc

Check the termination and condition of your supply cables

Reset your router.
