h87 motherboard + i5 4690 for 280
or
z87 motherboard + i5 4670k for 300

Second one is better because it's overclockable and can provide a good upgrade for next-gen CPUs.

I would rather have a 4570 + B85 for $260 or 4460 + H97 for $250

Overclocking is over-rated. That "z87 motherboard + i5 4670k for 300" turns into $330-400 after the cpu cooler is added in order to actually overclock.

The 4690's stock turbo speed is 3.9ghz and the 4670k's stock turbo speed is 3.8ghz. You need neither an aftermarket cooler nor an expensive Z motherboard to get 3.8ghz. A $40 H81 can give you that.
