Very Low FPS and Lag Help Dota2 League of legends

Here are my specs

i7 2700K processor intel
6950 Sapphire 2gb radeon video gard
8gb Kingston Hyper X genesis RAM

GA-z68-ud3H motherboard

I lag alot in Legaue of Legends and Dota 2 even on very low settings.
My old Laptop on lowest settings out performs my desktop. It does not lag so that crosses off if its the internet connection as both are wireless.

Last game of league I started at 100 fps on lowest settings at start of game then it quickly went down to 10-30 and I know I should be getting much better then that

Furmark I got a score of 1658 with 29 fps on the 1080 setting.

My computer didnt use to lag like this a few times though it would shut off randomly saying their was voltage error and would keep shutting off till it reset to default bios (3.5ghz default / when cyberpower overclocked it 10% was 4.1ghz) (I dont touch that stuff as I dont understand it I ordered this pc from Cyberpower and had fixed the Bios overclocking 10% previous via tech support but still have this problem)

I have 1200 watt power supply forgot which brand coolermaster gold version i believe.
I have sufficant cooling as have 5 fans in my HafX case and the processor is liquid cooled in closed loop system.

I have already uninstalled drivers and reinstalled for my 6950
I have uninstalled and reinstalled both games

Like I said this problem as slowly persisted and no idea why I am thinking of upgrading vid card but I dont wanna upgrade if I am going to have the same lag problem.

This PC is only 2.5 years old

I have a 1080p tv plugged through my cards HDMI port. And all of my reinstalls have been from AMDs website for some reason when I tried auto detect it sometimes said I had vista when i have windows 7 64 and when it did show windows 7 it kept saying could not download due to a parse error. So I had to find it manually on their site. But yea I reinstalled everything through their site.


My issues still persist even with that.

Any idea what it could be.

I have also ran maleware bytes and avast they found nothing Microsoft essentials found nothing. Did root kit scans also found nothing so PC is clean.

I also recently did drive sweeper and cleaned out all old drivers and reinstalled them from AMDs website.
