USB Devices Connecting and Disconnecting Randomly?

Hello all!

Just today, my PC has started doing something that I've never seen before and it's got me worried.

I have a Corsair M95 mouse, a Logitech C920 camera, and my Samsung S4 all plugged in to USB ports on the back of my computer. I also have a Razer Deathstalker Ultimate plugged into the front case USBs. My computer is running a Gigabyte GA-Z77X-UD3H motherboard with a Corsair HX650 650w power supply.

Each of my USB devices will randomly turn on and off over one or two second intervals. This persists indefinitely. I've tried shuffling USB ports and receive various combinations of devices toggling. Sometimes it's only one or two of them, and sometimes it's all of them. All of the ports are subject to this, but some combinations leave one or two devices immune to this problem.

My computer and its monitors are plugged into a power strip with a few other things, and I suspected the PC wasn't getting enough power, but I've heard that there are other symptoms I ought to notice that I wasn't seeing (artifacting, BSOD, etc). I'm wondering if this is a USB power rail issue and what I can do about it whatever it is.

Please help - this is a major pain!

there's really no way to troubleshoot that issue... short of installing a UPS before the computer to be sure dirty power isn't the issue, replacing the PS in the computer, and replacing the motherboard it's nearly impossible to figure out what's going on - you would need to use an oscilloscope to troubleshoot the main board

I'm not convinced there's no way to narrow it down and troubleshoot the issue whatsoever - if anyone has anything to add to this, please let me know!
