Sharing Problem with ExternalHD

So I have recently bought an external hard drive 1TB seagate. The thing is I will be using this for multiple people and sadly I am an owner of the dreaded Verizon Actiontec MI424-WR Rev. F and the usb port located in the back is useless. So I have come across the solutions of homegroups and sharing. My brother and I are both connected to the router via ethernet cables. I currently own a custom built desktop running Windows 8 and brother owning a laptop which runs windows 8.1. Must we both have windows 8.1 for our homegroup sharing to be compatible? And if possible is it unnecessary for the use of homegroup as I quite struggle with the integrated programs of Windows itself.

Simply speaking, I have an external hard drive and I want to allow both of us to use the EHD which is currently connected to my desktop. Is there any way for us to very conveniently "share" and move files among this data drive?

Add Public sharing to you hdd, and make your network 'home' and sharable from control panel.
Rest homegroup will take care. But homegroup is accessible your windows version supports that
.
Simply use a 3rd party application..

Sorry for the late response however, I have tried the above except for the 3rd party application. I am using windows 8 and harry_r_s I was peeking around the internet and discovered some have said that Windows 8 does not possess the "home" capability. Rather it is now called "private" which is currently what my network is set to. Currently the sharing on my external drive is enabled, however when attempting to connect using the laptop. I receive an error stating the Diagnostics Service Policy is not running. So I did what I would suspect to do and that is to turn on this setting in services.msc. However even after this has been enabled I receive the same message. Anyone willing to help with this?

What about this-
.
go to start ,search and type:- cmd, right click on returned cmd.exe and select "run as administrator" at the prompt type:-


net localgroup Administrators /add networkservice
press enter then type:
net localgroup Administrators /add localservice
press enter then type:
exit
press enter and restart your computer

Open services and make sure the service is started.
..............................................................................
Some people got their service running through this.

I have done what you said the problem is. The service states that it is running however when attempting to connect it will continuously say it is not running.
