Is a 450 watt psu enough for a Gddr5 gpu?

well current specs of my pc are:

processor- Intel Core 2 cpu E7400 @2.80 GHz.
Motherboard- Intel DG31PR.
Ram- 2 GB.
Gpu- Intel(R) G33/G31 Express chipsets Family.
Psu- 450 watt (Zebronics).

Now I have decided to purchase A gpu of Asus Nvidia GTX 650 E-1GD5 1GB GDDR5 which cost almost Rs. 9000. They say it only requries 75 Watt of power supply.

Now my Questions are :-

1) Can my 450 watt psu Handle the new gpu well. ( I know that 75 W reqirement of gpu is far less than 450 W, but still i want to confirm).

2) Will i require to purchase any Cabinate cooler, if yes then suggest me some at optimum cost.

Step your power supply down and use saved cash to get a psu fom a trusted company instead.
The pc your wanting will hardly ever get over 200 watt consumption total much less need 450 watts get a trusted 350 or 400 watt instead.
Corsair is a great brand and use newegg with a rebate and you shouldn't spend much.
When it comes to psu get reliable brand or risk killing your computer it is that simple.
