[HELP!] CPU at 100% when gaming, but temperature only at 52c?!

I have been trying to fix this all day. The CPU idles at 1% like normal, as soon as a game is loaded it shoots up to 70% and then continues to peak to 100% until a blue screen happens. In game the mouse lags and stutters.

PLEASE help, it is a new pc build, done yesterday. Specs below:

CPU: Intel Core i5 2400
Motherboard: B75A-G43 GAMING (MS-7758)
RAM: DDR3 12GB
Graphics Card: Asus R9 280x

I moved it from my old computer playing battlefield fine, just on lower graphics. Even if I lower the graphics it still plays at 100%
