CPU using up all the power?

I have discovered something really strange with my computer. If I turn on maximum performance under power options I actually get reduced fps when I play a game. I discovered the main setting affecting this is the option to change the minimum processor state. If I put it at 100% then I lose fps, if I put it down to 5% I gain fps. I tested this with Novabench and my gpu score was about 2300 at 100% cpu state, and 2650 with 5% cpu state. I don't understand how this could be? I tried resetting the bios, updated the bios, I factory reset the whole computer, downloaded latest drivers, and still the same problem. Shouldn't I be getting more fps if my cpu is running at 3.75ghz all the time in stead of fluctuating?

Other possibilities:
I have the power supply connected to an old power strip filled with other cords
Graphics card is connected to monitor through VGA with DVI converter

Specs (nothing is overclocked):
msi gtx 770 twin frozr
intel i5 4670k (cooled with H60)
corsair vengence 1600 DDR3 (2 x 4gb)
Antec HCG 750W (62.5 amps which is plenty)
Samsung EVO 840 SSD (120gb)
2TB Seagate Hard drive

Just discovered something, the power bar is a Noma 6-Outlet Power Bar, and at the back it says it has 125V, 15A, and 1875W. Currently I have all 6 outlets filled.

1: The Computer
2: Monitor
3: Router
4: Another Computer
5: Printer
6: Laptop Charger

I don't know if this would affect anything? Is it possible that my power supply is not getting enough energy?

EDIT: Just tested this by moving the power supply off the power bar and it did not make a difference in the test scores.
