How to find a faulty part?

So I am ready to build a PC, but the last hurdle to convince my parents is how to diagnose and fix a faulty system? I have no idea. If I wire up the system and I know everything is done correctly, how do I find out what component isn't working!? I don't have any reliable parts laying around so what could i do?

I have been building PC's for about 25 years since the 286/386 days. I have worked at computer shops building PC's as well as run my own business building PC's. In all that time and experience, the number of bad or DOA parts is very small. Myself, I think the number of "bad part" threads here on Tom's are user errors or people not knowing what they are doing. I see threads about people having to return the CPU's like 2 or 3 times and I've never seen a dead CPU in 25 years right out of the box. I've had a few bad motherboards, and GPU's but not at the rate I see on here.

Do your parents have a multimeter to measure the voltage in the parts? In not you can take it to someone who does, it's a lot cheaper than buying the spare parts usually. Otherwise it's actually kind of difficult. It depends on if the PC boots or not!

Okay, but what about the future? How will I know what component is done fr and which ones are still usable?
