will my 2310 i5 bottleneck my 290 tri x? i was experiencing spike lag on bf4/bf3/crysis 3 on max settings with 1080p

do i need to change my cpu and mobo and ram?

4gb ram
2310 i5
620 psu true rated seasonic
r9 290 tri x
asrock h61-vs

and what should be the % of gpu load? im using msi afterburner

For mobo can't say but you need to buy both you can't get a new mobo and put the old cpu in it unless the mobo is old tho for that gpu fx 8350 or i7 4th gen

Yes the i5 bottleneck this beast even my i5 3350p bottleneck my 770 a bit actualy the i5 takes full perfom of it but it overheat and the usage is always while gaming at 100% so to your issue you will need at least 8 ram for this gpu yes a new cpu and a new mobo also in game debate it says this gou need 750w psu

thank you so i need a higher processor and mobo? which should i upgrade first btw?

and will it remove spike lags? im on a budget right now so what mobo and processor to buy to match with my vcard
