Problem : NEW Sapphire R290 - Problem installation package failure (tried everything)

Hi all,
my configuration:

CPU: i5 4670k
Power supply: corsair rm750
ssd :samsung evo 840 500gb
Motherboard: gaming 3 z97 gigabyte
OS: win 7 64 bit
Monitor: Samsung sb350 24 , fullhd
RAM: 8gb (4 x 2) gskill 1866 mhz
GPU: sapphire tri-x R9 290 Tri-z oc 4GB

This is the error

I have tried without any success to:

1)Format ---> try to install
2) Format ----> all update of windows 7 ----> try to install
3) Format ----> change PCI slot ----> try to install
4) Change cable of power supply
5) not format ---> cleaned system with Driver fusion ---> try to install


Any other suggestions?
Could be a problem of the GPU?

Are those drivers from AMD website? If not download them from there.
Edit: Maybe antivirus deleted some files in the installer, it actually happened to me.

answer to EDIT: i blocked windows firewall and windows defender before to proceed :(

i'm talking always post format... i'm wondering if should be fine to try with windows 8.1 pro...

tried without installing any other driver , clearly post format .


Important thing (maybe): i'm using the HDMI from monitor to the motherboard gpuinput, this because i can't use the input of the vga because isn't still installed with driver.

In fact if i disable the I5 Gpu i can't access to windows in any way and i must reset the bios...
This is "normal" ?
as i remember i can use any gpu connected to monitor also without driver (with wrong resolution obv)


Tried with 14.60 BETA and always the same issue.

UPDATE: i have installed the chipset driver from gigabyte driver , now i check if all will works fine.

SOLVED:

Installed driver of the Chipset from gigabyte website then tried different connections to Power supply , so the solution is:

- Check the chipset driver properly
- Check the connection gpu power supply
