Boot device led stays red

Mobo: z97-a
CPU: i5 4670k
RAM: 2 x 4gb ddr3 1866
GPU: Sapphire r9 290 tri-x oc

I got my new pc all put together but the boot device led stays red and the bios isn't booted. All the fans turn on and the other leds blink a couple times then stay off and my monitor says No Video Input. The first time I tried to boot I had forgotten the 8 pin cpu cable so not much turned on. After I fixed that the boot device led just stays red now. I've tried resetting the cmos, reinserting the ram and installing only one stick of ram. I looked at the users manual to see where they should go so I know they are in the right dimm slots. I took my cpu out to inspect it and didn't see any bent pins and it was inserted correctly and the cpu fan clamped down securely and plugged in. The 24 pin and 8 pin cables are connected snugly. Tomorrow I will try removing the motherboard and putting it back in in case one of those 9 mettle spacers is touching the board where it shouldn't and causing problems. I can't think of anything else to check. If that doesn't work is there anything else I can check or is it just a defective mobo?
 
Solution
Take the MB battery out with the comp completely unplugged, for 10 to 15 mins. Put the battery back in and boot into bios if you can and set optimized defaults and the memory timings & speed. If you can boot in bios, hopefully you should be OK.
You might have damaged the MB if you plugged the 8-pin CPU power connecter in while the PSU was still turned on and plugged into the AC outlet.

Removing and installing power cables, the PSU should at least be turned off unless it is not plugged in to AC at all.

I did turn off and unplug the psu before plugging the 8 pin cpu power cable in and before doing each of the other things I mentioned.

Forgot to state my psu. It's Antec HCG 850W. I have 1 x 8 pin and 1 x 6 pin plugged into the gpu.

I don't have a volt tester. I'm guessing it's either a bad board or I accidentally damaged it while installing it and putting things on it. Since the CPU and RAM leds blink a couple times then go off doesn't that mean that the cpu and ram are ok?

How do I reset the bios? Is there a button on the board?

I fixed it! Yay! I took the mobo out of the case and hooked up only the required stuff. It booted into bios properly and when I looked at my case I realized that one of the cables had been touching the back of the mobo. My case has a space behind it to rout cables for better airflow and also a cutout in the panel the mobo is mounted on so you can see the cpu fan clips to make sure they're pushed all the way through. The cable was touching the back of the board in that cut out place. I just moved it over, put everything back in and it works. :)

I had the same problem, when i turned on my pc, the "Boot devide led" stay red.

I fixed it changing my windows; first i put it a windows 10 not original... It was the problem!

Then i changed the windows to the original, CONGRATULATIONS!, The problem was fixed

So i fixed the problem...
