Black outline on monitor

Hello, I just built my first computer yesterday and there is a 1 inch black outline around the monitor when it's in 1080p and not in other resolutions. I'm pretty sure I have all the right drivers for my video card. I'm running a asus z97 a motherboard with a asus r9 290 and a samsung moniter ( if the model is important I can find it). I'm really not sure what to do and I have trying downloading the drivers many times. I really want to start gaming on it but I can not deal with the low resolution or thick black line, please help.

Your graphics card thinks the monitor is a TV and because of that it is "under scanning" (or over scanning, can't remember which lol). You can change these settings in AMDs Catalyst control centre under Video. It's a little tricky to find but it's there somewhere. Change the settings to 0 and see if that helps

Thank you for the help and i'm sure you are right but i cant find it. I did something and now it fills up the screen normal most of the time but when i go to full screen on a game the black line is till there.
