Having a problem with my frame rate halving

So I've just got a new 144hz monitor, running on a gtx 680.

I'm playing FIFA 13 and in windowed mode, it plays at a constant 144fps, no problem. However, as soon as I Alt+Enter into fullscreen, the frame rate locks to 60fps.

In the settings there's an option for "no limit on fps", which I have checked, but the game still locks to 60fps when in fullscreen. If I turn V-sync off, then the game will run at 144fps in full screen, but there's lots of juddering and tearing because, well, v-sync is turned off.

I've tried turning off v-sync in the game settings, and then forcing it back on with other programs. Alternately I've tried nVidia Control panel and D3DOverride to force v-sync at 144hz, but neither program works. With nVidia control panel the game still defaults to 60fps in fullscreen, and with D3DOverrider it freezes.

I don't really want to run in borderless windowed mode, because the game looks better in fullscreen.

Is there any way to play the game at 144fps in fullscreen with v-sync on?
