Wolfenstein The new order No cpu/gpu usage?

I´m getting low fps ( around 20-35) in the game but my gpu/cpu aren´t used so much. ( 40-50% both)

Rig is:

AMD 1100T @ 3,6 GHZ
AMD R9 280X
8 GB RAM
Windows 8.1

I have the latest drivers installed.

Does anyone know what is going on here?

i hope so because the gpu is almost new. Okay i´ll check this out but in benchmark programms the gpu is most of the time completly used but the cpu isn´t, but is think it´s normal. What i know is that all of my 6 cores are working, but like a said not very powerfull.

okay i think bottlenecking could really be the problem.
But how do I solve bottlenecking or rather how can the cpu/gpu bring more power to the game?

The problem is that you are using a strong GPU with a weak CPU and therefore you cannot really improve your gameplay since nowadays most games are becoming more CPU intensive. If I were in your position I would consider buying a new CPU.
