Once Device Slowed

My internet is running at max on all devices all except my desktop. I've recently had a cable guy to come out and check as to why formerly the internet was at 0.22mbps out of what's being paid for of 30 mbps. He replaced one thing he suspected that could be slowing down the internet and does another speed test on my desktop, still the internet is low but increased to 5 out of 30 mbps. He then goes to get his laptop and does a speed test. His laptop gets 34 mbps. Now my desktop is recently built with Realtek 1gb Ethernet port, but yet out of all the devices in my house, it seems to be the only one that has been limited. What do I do to fix this?

First check your speed on - www.speedtest.net/
.
Then try running torrents and check out the speed. Or If you don't know about torrents..
Then just download freemake video downloader and download any youtube video and check the speed.
.
If its just your browser with slow speeds, then delete all cache and other data from settings. And also check that you have 20Gb or more free space in your main windows drive!

Try moving your pc to a different wired connection or port. Disable all AV/Firewall software. Ensured your IP config is set the same - as in automatic or static and non conflicting as the rest of the devices. Turned off all other devices connected and left only your PC connected. Factory Reset the modem and or router. Reset the TCP Stack on your PC.

Also uninstall the LAN and WLAN drivers. Then re-install them!
If still problem persists.
(Just to check whether to reinstall windows or not)-
Try Downloading an OS- Ubuntu Linux from ubnuntu.com/ , Then install it on a regular pendrive(instructions given on site). Then run that instead of windows. If you can surf net at full speeds then reinstalling windows is the last option!

Still not working. Download speeds are still well under 30 mbps.
