Windows 7 desktop and toolbar not loading

Today I tried to start up my computer as usual and it'd get past the log in screen, after I put in my password and finish, the screen goes blank but my mouse is still functional and I can still ctrl-alt-del, I am able to run all processes normally but the desktop and toolbar remain gone. Also I think my computer started to make this constant clicking noise, which might be apart of the problem.

Just a note, it's "taskbar"

On to the more important issue: that clicking could be an indication of a failing hard drive. This software can help diagnose that issue:

http://www.seagate.com/support/downloads/item/seatools-win-master/

Assuming this is the case, you'll need to back up your information onto an external drive and replace the drive (this will in turn require you to reinstall Windows on the new drive).

If you run "explorer.exe" in the run command though, can you get the desktop to load?
