Unstable Over clock?

New to overclocking, my buddy helped me build this PC beginning of 2013 running at 4.8 Ghz. Ran smooth till now..

Noticed minor glitches (character dodging, screen flashing) started to happen about a month ago, thought nothing of it. Didn't happen often enough to really notice.

Used AI Suites Turbo Vevo to turn down the core speed (was at 24.0x -- set to 19.0x [3.8Ghz]) started noticing more and more glitches (slow processing, Freezing etc)

Went into the BIOS and set voltages back to auto (forgot to write them down before I stared fiddling...) and kept the core multiplier(?) at 24.0x, Now i'm stable... somewhat.

Ran CPU-Z and noticed my Clock speed multiplier now shows a variance of 7x - 24x.
WHAT DID I DO?!
Not only am I still glitching a little (slowing down, dodging and misbehaving applications..) but now I'm doing it at a depressing 1.4Ghz.

I'm at a loss of what to do guys, I don't want to fiddle with anything more without having some prior knowledge and guidance.

ran GPU stability tests as well as benchmarking, GPU looks good.
Running multiple windows with multiple tabs trying to stress the cpu, so far so good.

still running into misbehaving applications (ai suite, thermal radar)
