After power outage, only browzers will connect to internet

I just had power flicker a little while ago while the computer was on. Power is running through an APC box so I wasn't too concerned. The computer shut of and when it restarted, only browzers will connect tot he internet. If I try to start Windows Live Mail, the box shows up in the middle of the screen with the spinning circle and just sits and spins. Any other program that I try to open will not connect either. I tried a system restore and it did not help. Any ideas?

I don't know too much about this, but it might be your router that's the problem. The power outage might've caused damage or something to your router. Someone else probably has a better idea.

It isn't the router or the modem as other devices, plus the browsers on the computer will allow internet connection. I am hoping that it might be something with a setting that got changed. As far as i can tell, these other programs are being run in administrator mode.

Also, I think Mail is actually running when I try to start it up, as I hear the chime of getting new mail
