Will I need to buy an operating system?

No, the question isn't quite as stupid as i seems, I hope..
Basically, I have about 3 hard drives in my loft all of which have operating systems on. 1 of them has windows 7 on it. In order to try to bring down the price of my build, I want to use the same hard drive in my system as well as a ssd I found and a 1tb 7200 rpm caviar blue I am ordering. Will the os be on the HDD, or will it not work?

Unless the motherboard you use is the same one as the hard drive was connected to when the OS was installed, it will not work and you will need to purchase a new Windows license. The hard drive with Windows 7 installed on it will have drivers and registry settings for the hardware and programs that existed when it was connected to a functioning PC. If you have the original installation DVD, Microsoft may be kind and allow you to activate it after you reinstall it otherwise, you will need to purchase a new license.

usually taking a drive out of one system and putting it in a completely different one will result in driver conflicts and will bsod and not boot plus you will run into changing the system too much will give you license issue with reactivation which will require a call to MS

Wrong at least from my experience.

Took my 7 year old HDD and put it into a completely new rig I built (new everything) and it worked perfectly.

Thats why I said usually just because you did it doesnt mean it will work for everyone. Search the forums and you will see many who have done it post why it wont boot. In the end try if it works great if not format.
