8gb ram installed, only shows 3.95gb usable. Pics inside

I installed 2x4gb of ram, but it only shows that 3.95gb are usable when I go to control panel > system. In CPUz it shows that there is 4gb in each channel. I'm running Win 7 Ultimate x64. I've already looked in Msconfig to see if it restricts how much ram will boot with the system and it shows that it all boots when the system boots up. http://gyazo.com/eeab6d71c760f1bb58f663c208755f52

Solution
It's looking like that you need another MB. RMA the board. Should have a 3 year warranty or if it is within 30 days, send it back to where you got it.

Ok just tried reseating them and this was the outcome: slot 1 both worked in it. When I tried to put just 1 stick of ram into the 2nd slot it would not display anything and my power button would be fading in and out. Does this mean that I have a bad slot? If so how can I fix it? Btw it still shows that I have 8gb installed
EDIT: I was just thinking, does the 2nd slot of ram go towards the hardware reserves?

ur mother board has a bad slot, 1 stick should work in any slot on the board, no the 2nd slot is not designated hardware reserve
all slots are for main ram for ur mobo/proc. hardware reserve, is setup by ur os.

windows 7 n up will dynamically assign hardware reserve, as needed, even with hardware reserve, 8gb shows as 8gb hardware reserve doesn't take away from ur installed mem

 
On top of the CPU, you probably have a bad MB that does not read the memory correctly in one slot.

Try going into bios with one stick in and set up the BIOS plus the memory voltage to 1.6V plus the memory timings and speed. Enable XMP Profile1 in BIOS and see.
