I am building a pc this fall and I was wondering if I should use my i5 4460's default heatsink and fan or get a better one? If there are any heatsinks and fans you recommend link em!

There is really no need for aftermarket cooling on a chip that you can't overclock. The stock cooler will be fine.
however you might find that an aftermarket cooler is cooler and quieter. cooler is not an issue, it's just a nice to have, quieter on the other hand might be important to you.
I've always thought stock Intel coolers were pretty quiet as is. Stock AMD coolers on the other hand sound like a small helicopter is trying to hover in your case. Those suckers can be loud!

indeed they are fairly quiet and amds are horrendous and not very effective.
