Should you have the exact amount of wattage in a build or a little bit extra in the power supply?

So I am building a pc soon, and I was wondering if it is better to have the needed amount for your rig or extra wattage in a power supply?

What about future upgrades, the better the graphics card, the more power usage. Wouldn't you want to choose a bigger power supply? Or is too much power a bad thing? :p

 
If you plan to change graphics cards or add more then plan ahead by getting a power supply that will meet your needs.

I bought a 750W power supply when I first built my pc with only one gtx560 in it. But I planned to get another one and then 2 gtx670s. All these are OK with a 750W power supply. But If I now change my mind and want 2 x r9 290's then I'd have to buy a bigger power supply. The new power supply then becomes part of the cost of upgrading. I might then go ahead with 2 x 290s or I might wait till gtx 800 series is released and at first get one then later two cards that my 750W psu can run.
