Water or air: which cooling

I am in the process of upgrading my PC. My current choice of upgrade is -

CPU - i5 4670K
Motherboard - Asus Z87 Pro
RAM - G.Skill RipjawsX DDR3 16 GB (2 x 8 GB) PC RAM (F3-2133C9D-16GXH)
GPU - Asus AMD R9 280X Direct CUII 3GB GDDR5
PSU - Corsair RM 750
Case - Corsair Carbide 300R
Primary HDD - Samsung 840 EVO 120 GB
Secondary HDD - WD Green SATA 2TB

Now, I live in India, and the average ambient temperature inside here throughout the year is 30°C/86°F. I don't have air conditioning. What sort of cooler should I go with in case I want to Overclock to 4.6GHz? The Cooler Master 212 evo looks promising, and offers similar performance to Corsair H60 (according to the reviews I read, correct me if I am wrong).

The coolers in my budget are listed below -

1. Cooler Master Hyper 212 EVO
2. Corsair H70/H60
3. Cooler Master Seidon 120 V
4. Noctua NH-D14
5. Corsair H80i/ Corsair H90/ Antec Kuhler 920 (really pulling my budget here)

The brands available here are Corsair, Cooler Master, Noctua, Deepcool, Thermaltake & Antec. Please suggest me a suitable cooler. If there is one you would like to suggest that is not on the list above but is of one the brands mentioned above, that would be great too. Minor modifications can be done as well, for example, the Seidon 120 V has a single fan, while it can be fitted with two 120mm fans in push-pull for better cooling, I can do that as well.

A lot of reviews use the "delta T temp" which means that they give the temps which the cpu is above ambient in their graphs.

The NH-D14 is a very good choice.The Deepcool Neptwin you mentioned is a good choice too for most of the times a lot less,but it isn't as quiet as the D14.Otherwise get the H80i,i don't think that the H90 fits that case.

Yes, that's what I saw. I also noticed that in the range of EVO, a better option is the Deepcool Neptwin.

The cooling solutions you are considering are midrange +. I know that money is the matter. But with the amdient temps you are facing you are in need of the most extreme cooling solution you can find if you want to reach 4.6 Ghz with those ambient temps. Especially if your ambient temps spike Higher Than 35 or 40 degrees Celsius and you add stress to your cpu. I know this from experience in dealing with a 4.7 to 5.166 overclock on my FX processor. Think about it. This just a friendly Recommendation. I know might mean a bigger case also.

My ambient temperature won't go beyond 30 degrees Celcius since I only operate at night,in case I need to operate in the day, I won't OC. As far as getting a bigger case goes, there are other cases at this price range with top 240mm dual fan radiator mount option, but reading the reviews, I really don't see the point. 300R can fir upto H100i, there's a youtube video of a guy doing it. But more importantly, the price-performance ratio is really poor with expensive options that are available here.

It seems that the Noctua NH-D14 is doing a really great job and is on par with the top performing water cooling kits. The problem being none of the reviews I am coming across mentions the ambient temperature, I am thinking if the H80i/H90 would be more suitable to my needs.
