GPU upgrade to get 100 fps on League of legends

Hello. I am The Point from EUW League of legends server. I have been playing the game for a year now and moved the EUW in this month. I have had a problem with my computer for a while however never saw the need to address it until recently. My current in game FPS is 60-70 however it is rarely stable my computer specs are;
CPU->A8-3870K @3GHZ
RAM->Corsair Ven 8Gb DDR3-1600
HDD->750Gb SATA III 5400RPM3.5
Mobo-> MSI AMD A75A-G55
GPU->SAPPHIRE HD 7770 GHz Edition 1GB GDDR5
Chassis->Thermaltake V3 550w
OS->Windows 7 x64 Ultimate.
I want to Improve my fps to at least 100. I want to also add that my video settings are settings in game are set at medium low my screen resolution is set at 1600 x 900.
I have not overclocked my CPUor GPU or ram for that matter so if the results I am looking for can be reached using that I would appreciate any advice regarding it as most of the overclocking tutorials i have read and attempted have thus far failed(black screen) so I never committed any changes I made and it is stock standard at the moment.
My problem however is that I get fps drops not only in league of legends but also street fighter x tekken these two games are the main games I play on my system. I truly enjoy playing them but I can not play SFxT as it can randomly FPS drop very very often where as League of legends is stable at basically 50 as it drops and rises between 30-70 fps. I am simply looking for more stability and I am willing to pay for it however I do not really trust salesmen who do not even know what League of legends is.

[Firstly] Are you saying that my current GPU is not good enough.
[Secondly] Would I need to upgrade any other components on my computer .
[Thirdly] Would overclocking help in anyway
 
What jumps out at me is the "HDD->750Gb SATA III 5400RPM"

A slower 5400 rpm drive with 16MB cache can bounce disk I/O performance around when the system has a lot going on. If you are familiar with 'Alt-Tabbing' between windows you may be able to monitor these instances and develop a solution (by shutting down background services) for a more consistent frame rate.

It's also possible if your HDD used capacity is 50%+ your disk I/O can degrade and effect performance. On a mechanical HDD at 60-70% used, it's a guarantee of a performance hit even if you defrag frequently.

Yes I have been meaning to get a better hard drive however I play League of legends near religiously and apart from my music I never have anything in the background to alt-tab my keyboard even has media keys so i never have to use that feature also I store my games on a separate hard drive. What hard drive should I consider purchasing though to improve my game play
 
Open your Task Manager --> then your Resource Monitor. Let it run in the background while you game.

Even if you have no other programs open, there are likely to be a dozen or more processes at any time demanding CPU time and hitting your HDD. These processes may cruise along at 0.5 CPU utilization but periodically leap and R/W to your HDD. This might be introducing some of your lag.

Windows file indexing, program updates, anti-virus/malware, etc., and other 'background services' can pop up at anytime and steal disk I/O -- even across multiple drives.

AMD has a utility to manage these 'background services' while gaming -- sorry, I can't recall the name of it. Monitoring this type of activity can help you determine if your disk I/O is holding you back and the need and expense for a new HDD (or, SSD).

Don't throw $$$ at the problem(s) until we determine what they might be ...
