GPU usage low in some games

Hi,
I have been playing watch dogs for a while now and i have noticed that my GPU usage doesn't exceeds 65% in cities. However, when i move to areas with no cars or pedestrians nearby such as a rail track very far away I get the normal 99% usage. I want to know what could be the possible cause of this.
Also, when i play Thief(2014) I get 99% GPU usage.
My specs are: i3 2.93 GHz, 6GB ram, 1GB AMD HD 7770, Corsair VS 450, Windows 8.1 64-bit.

Watchdogs require a robust CPU like i5/ FX 8350, so your little weak i3 is bottlenecking your GPU in that game where scenario is CPU intensive.

Can you explain why doesn't the GPU usage exceed 85% in Dota 2.

You'll be able to max out Dota 2 @1080p and get ~60 fps with your system.
If you are using lower settings than the above, then 85% GPU usage is justified.
If you'r already getting fluid fps at these settings then again 85% GPU usage is justified.

Most old games which are not optimized to use multiple threads create CPU bottleneck with CPU's with low single-threaded performance.

I tried maxing out everything, i got consistent 60 FPS on 1600*900 resolution.
Whats strange is that, while i was out this morning my brother tried to play Dota and he faced periodic FPS drops.
The GPU usage drops to 30% and FPS lower down to 30 and gets fixed in 3-4 seconds and then it repeats again with interval of around 40-50 second.
I have experienced the same thing a lot of times while playing and this thing made me paranoid about some defect in my newly bought HD 7770 and when in watch dogs the GPU usage was bottlenecked by the CPU i got more paranoid and made the post, which thanks to you is out of the question now.
So can you tell me whats making the FPS drop randomely.

PS: It doesn't happen all the time i have played a lot matches in Dota 2 without a single FPS drop. It just starts happening randomly. Also, my GPU temps are below 68

Based on the fact that your game suffers lag after a while in game, the first thing that comes into my mind is overheating of your CPU and GPU. They downclock(reduce performance) themselves once they reach dangerous temperatures(above 80~90C usually), therefore not performing as well as they can during game. If you see our GPU and CPU exceptionally high during gaming, you will need to do something about it.

Note that if your CPU is not powerful enough, High Audio setting causes stutters.

My GPU temps are below 65, i don't think that its too high. Though my CPU temps reach around 100 and i cannot help it because i live in India and its summer. The temps reach 45-47 degrees Celsius.

GPU temp is fine

100°C CPU→ Too high →CPU is throttling→ Reason for Decrease in FPS.

Install more case fans or open side-panel of case while gaming or replace CPU thermal paste or if nothing helps then install new CPU cooler.

Move your PC to a cooler room first.
