System not responding while trying to install windows?

Hello,
About year ago I flashed my bios (mobo ASUS P5QL-E) to the newest version 1104, which turned all right. Before the flashing I had installed windows 8.1.
After some time I discovered that lot of libraries needed to run certain programs (e.g. Unreal Engine 4) were missing and 0xc000007b error popped up a lot, so I said, ok reinstall time!

I am quite skilled at installing systems so bootable USB with original windows 7 (from MSDN) - done
- priority set to USB drive, big progressbar appeared, ended successfully and then big blue wallpaper appeared with mouse and there it stopped.
No pop up window with language choosing appeared even after 10min waiting.
Firstly I thought that USB disk was not properly copied, so I tried it in virtual box - there it loaded as it should, even installing was fine.

So I tried to boot the same USB drive in my laptop and there it worked aswell, so USB drive is not bad at all in the end.

So I thought, maybe DVD would help, so i burned the win7 image on disc and tried. Same result - laptop works fine, virtual box aswell, PC stucked.

At the end i was frustrated so much that i even tried original disk windows Vista aswell to know if that isnt the reason. Nope nope nope

I should clarify that in this particular PC i reinstalled OS about 4 times, so it has always worked before, until the BIOS was flashed to newer version.

Is it possible, that this is the reason for freezing the installation process? (well I can move the mouse at least)

The PC works fine right now, but I cannot stand the fact that I am no longer able to change OS and so I am here, hoping for you kind sirs/madams to enlighten me with an advice

It is 2x2GB, but I somehow fail to understand the meaning behind this counsel
