If you were truly after pure performance, you would just make the switch to Intel. The i7-4790ks overclock rather well compared to Haswell. And by the original post, it seems like you're willing to buy a new motherboard and a 9590 (9370) from later posts, which indicates that you can afford to switch to an i7. Otherwise, good luck with your space heater.

There is no inbetween for intel, I have a limit of $400 dollars for a new CPU and mobo, but i already have an am3+ motherboard that supports the 9590. If you can help guide me in the right direction, that'd be great!

FlanK3r at XS benching the Piledriver FX-9XXXs ...
Looks like he was running 4.7GHz+ (stock) at 1.332v under load (roughly a -0.03v vdroop from idle) on water with a fan over the PWM using a Crosshair V Formula-Z -- took 1.488v to go 5GHz and he tweaked out at 5.2GHz / 1.54v. Some runs may have been on air, too.
Other folks are posting results -- one called the AsRock a POS
edit: He pulled 283w 'undervolting' I'll wager that i7-4790k at 4.7GHz with be close to that ...

So if I get a 9370, or my 8350 to 5 ghz, I'd have to run a fan on top of my VRM's, or is it because his motherboard just has bad vrm's?

I presume cooling the mosfets adds stability when you crank the volts for that last 200-300MHz, or overcomes weak OEM cooling methods, craptastic paste, loose sinks, etc. Volts=Heat and that's not good for high clocks.
I've never had the pleasure (or disgust) of the AsRock 990FX, and I don't really know what their "12+2" PWM really is. FX'es are 4+1 phase, or ( 4+1(x2) ) phase, so I guess it's a ((4x3)+(1x2)) phase.
I've got an AsRock FM2 ITX with the infamous exploding/combusting caps -- but I'm only running a 65w Trinity quad with no OC on it. There might be a suicide run in it before the warranty is up
The 990FX (with the 'new' gold caps) might be the greatest but I've never seen folks bragging about high clocks on the internets (does not mean some ain't out there ... )

wow, 1.54V is not something i'd run for everyday use lol. that chip is NOT going to last lot.
@OP anyway, it sounds to me like you have some (but not a ton) of cash to burn, and is just really itching for new hardware to play and OC with. but if I were you, I'd try to REALLY push your 8350 as far as it'll go, do some crazy stuff with it, run some benches until it burns, then get yourself a nice 9370 as a replacement. I understand the urge, but you really don't seem like a guy who wants to be replacing his 5ghz 9370 anywhere from a few month to 1-2 years from now because it was being overvolted too much

If you are willing to spend that kind of money, get a proper setup.

even if you got the 9370, would you be able to overclock it much at all? since its pretty much a factory overclocked 83xx, how are you gonna push it much further? i dont think amd leaves the voltages the same as the 83xx and gets 4.7ghz. unless they do?
anyway, if they raise the voltages for the 9370 and 9590, your not gonna have much headroom to go further.
id say overclock the heck out of the 83xx, and make sure you put it under water or on a great air cooler

Ik this is a bit late, but this is for anyone considering this question.
8350 would be better if you're on a budget. The 9590 isn't worth the extra money
BUT
There is supposed to be a price cut tomorrow (9/1/14) for AMD cpus including the 9590. If it drops by a lot then it wouldn't be a bad idea to grab it if you have the money.
