Computer Restarts During Boot After Overclocking

Couple of questions actually
First, I just want to make cure my OC is stable: overclocked my i7 4770k to 4.5 GHz with a 1.290 Vcore. I stress tested it in prime95 for about an hour (short time but I had to leave and i didnt want to risk not being there if it BSOD'd) and my highest temps went up to about 79-81ºC, in that region (~35ºC idle).
Second, after I overclocked it, whenever I start my computer up on a cold boot it runs for a couple of seconds, restarts before I can even see the POST screen, and boots up again perfectly fine. I've heard that this can happen after overclocking but I just wanted to make sure it was normal, or if I could do anything to fix it.

you could try to take the power of the mobo, so unplug the psu cable or use the switch on the cpu, wait a few seconds and turn it on again, go in the bios then, and set the mp a bit lower, or a bit more vcore

Ok so I took power out of the motherboard and put the Vcore at 1.3. It's stable in prime95 for 7 hours but it's still restarting during the boot.

oke that's indeed weird then.
the problem is that it can by a problem of so many parts.
first off can you tell us the rest of youre system? like videocard/psu and memory.
second put it all at stock and see if it happens then, if not give it a little more mp.
if there is still no problem again a higher mp, and so on.
look at when its starts to restart then.
try a different bios.

Alright I tried resetting it to factory settings and it still persisted. Here's the rest of my system: PSU-Corsair HX850; GPU-2x GTX 770; RAM-8GB corsair vengeance at 2133MHz; MOBO-Asus Maximus VI Hero
