My PC:
Core i5 2320
Gainward GTX750Ti GS
OEM PSU 300W
1x HDD WD Blue
1x 80mm FAN
2x 2Gb DDR3 1333Mhz

Can i run it with 300W PSU if i turn off overclock on videocard?

Solution
You should be fine with that and 260w on the 12v rails. Power supply requirements are often overstated to compensate for cheap PSU's. If it makes you more comfortable you can remove the OC not sure it will make much difference in terms of watts.

The 750 Ti will pull at max around 75w under load.

The reviews on this card says that it consumes over 100W it is not so?

That card does have higher base and mem clocks, a stock 750 ti is around 60w.
Because of the OC it will consume more power, even if it is around 100w that still leave 160w for everything else, the CPU (95w TDP), 20W for the motherboard+RAM, and sub 10w for the HDD.
OEM power supplies tend to be built well and can push over their rated wattage, During gaming you will be hard pressed to find a situation where both the GPU and CPU and being pushed to the max for extended periods of time. Stress testing is entirely different which is what they tend to do in the reviews.
