Mobo problems.... possibly?!?

The problem is I've just upgraded my PC,
Asrock 990fx ex 3
AMD 8350
8 GIG corsair ram
R9 270x at I

The CPU stock fan was waaaayyyy to loud for me so replaced it with a hyper 424s. Cleaned the CPU and installed it. Tryed to turn it on and it started for half a second for about 4 times then nothing. Then noticed my fuse had gone for the plug socket so replaced it. Tried to turn the PC back on and got nothing. Did the paper clip in the PSU and got a start but again nothing when I plugged it back in.

Tried the pau in second PC and nothing, tried a different PSU in the new build and still nothing.

Any ideas as what to do or have I Fryed the psu.........and the mobo?

Unfortunately after replacing the stock fan still nothing, no power, no speakers beeping at me. Sent an email to suppliers for a replacement mobo.
What is the probability that the CPU/Ram is damaged as well? I suppose I wouldn't find out until I try the replacement motherboard.
