hybrid drives SSHD

Solution
They perform okay for light usage.

They will NOT improve video editing performance.

They work like this.. items that are used more frequently will be saved to the drive.

In your case, video editing you are always editing new files, changing the size, saving it as this or that, and due to this it will not be moved onto the SSD, if it is, you will probably be on to your next project by that time and the video size has to be smaller than the cache size which in most cases is no more than 8 GB.

So no, it will not work in your favor.

EDIT: Your best option under a budget would be to get a 120 GB SSD and a 1 TB or larger hard drive. Move the video files to the SSD while you work on the clip and move them back to the 1 TB drive when you...

The hard drive would be just for storage obviously. 3 TB is A LOT of data. Either way you can shift back and forth between size, if you want convenience you get a larger SSD so you don't have to move things back and forth, if you truly have a lot of video data having a larger hard drive would be better.
