Windows 8.1 Bootable USB Confusion

Upon making an ISO file and using the Windows 7 USB/DVD tool to make it bootable, I have encountered something odd.

I have two ISO images: one is slightly smaller and only has iso9660 and UDF selected (lets call this File 1), and another file which is a tiny bit bigger and has iso9660, joliet and UDF (lets call this File 2)

In the Windows 7 USB/DVD tool, I am unable to use File 1 but I can use File 2.

However, it formats and copies the files up to 99% and then says it is unable to copy the files. This is where it gets weird...

Although I have selected File 2 and it tries to copy that, after it "fails" to copy the file, it seems that it has copied File 1 onto the USB (I know this as the file size is identical and it has the same name: windows8 a.k.a File 1 instead of: windows8(1) a.k.a File 2)

In short, Windows 8 has been copied onto a bootable USB, but not the file I selected.

Is this ok to try and boot in my new PC or is something wrong?

I have a Windows 8.1 Disc and used BurnAware Free to make the first ISO image (File 1) Then I used ImgBurn to check the Joliet box.

I have a physical DVD with a key on it, is this the same thing?

Use ImgBurn to create the ISO. Then the MS tool to port that to the USB.

When you say the MS tool, do you mean the Windows 7 USB/DVD Download tool or something else? (sorry :L)

I used ImgBurn to create an ISO image which only had iso9660 and UFD, so I used ImgBurn to add Joliet and then I used the Windows USB/DVD tool and exactly the same thing happened. (The old file with only UFD and iso9660 is on the USB).

I also noticed that the file is a PowerISO file and the icon is like a gold/bronze disc. Is this relevant?
