There are no drivers for Windows 7 x64. Try installing the XP ones, here's the download link: http://ftp.hp.com/pub/scanners/software/sj650en.exe

As above, the last supported OS was XP, and XP drivers will not work in Windows 7, it's a completely different driver model. Try VueScan (http://www.hamrick.com/), you get 30 (20?) days free use before you have to purchase so you have plenty of time to wring it out.
