Is this a GPU issue or what?

I really don't know what the problem is but for some reason in all the games I play my FPS will dip from 60 which I have it locked at in MSI Afterburner down to 28-30 FPS for a second, freeze and then right back to 60 and this happens in CS:GO, BF4, Payday 2, Witcher 2, Skyrim, Black Ops 2, Red Orchestra, etc and it's starting to get very annoying

Anyway to fix this issue?

4670k
R9 280x
8GB Ram
Windows 8.1
620w PSU
 
with all the threads here at toms like ''bf4 frames droping -lagging- bla bla bla -'' you don't think any of that mandatory downloaded content you get from steam or who ever is the cause of it ?? but I guess its always your hardware and never steams content that you have to accept or you don't play weather it harms your computer or not ..
