CPU running slowly and hot

Recently my computer has been having some issues. I mainly use it for playing League of Legends and watching Streams/Youtube. My load times for league of legends have doubled and I can hardly even watch a video in 1080p, let alone watch it while loading a game.

When watching videos in full screen 1080p my CPU usage runs between 10-30% (which I think is quite high...)

When playing League of Legends on all of the lowest settings I get around 30 FPS during team fights. Less than a month ago I was getting 100+ FPS on much higher settings during team fights.

Another issue I believe I'm having is the temperature my CPU is running at. While typing this post my CPU is running at 70-75 degrees C. When I pull up a video or game I'm running around 95-100 degrees C. I just cleaned out the computer and all the fans to see if that was it but it hasn't helped anything except the idling temperatures. I have a CPU fan along with 4 others. 1 in front, 1 on top, 1 on side and the power supply fan. There is plenty of room for heat to escape also, at least 4 inches on every side of the box.

I've run MalwareBytes numerous times to get rid of any Malware and ran virus scans with ESET to ensure there are no viruses. I also run CCleaner and Defragler just in case but nothing has improved my performance. I'm really not sure why this is happening or what I can do, but I cannot find my copy of Windows 7 for a reformat, and I'm not sure that would solve the problem.

I don't think my CPU should be running this hot and I'm sure that I should be loading games more quickly and getting way better FPS with my current set up:

Advice? Also, I'm somewhat computer knowledgeable but not a wizard by any means so if I need to get some reports or more information please link me some place that will explain the process.

That's the reason, try if you can to never use a stock heatsink from intel, they are garbage.

Get something like a Cooler Master 212 EVO. Cheap and good from what the review say.

Usually when a cpu hit's that high it's that the cooler is out of place even the stock cooler should not be hitting 100c unless you have serious overclocks. A good way to tell is to hold some pressure on the cooler and push it against the cpu if you see the temps drop you will know there was not enough contact.
