Should I let my HD spin down and up in Win7?

My secondary drive is a 3TB Toshiba hard drive. I only access it occasionally, so it frequently will spin down by making a very prominent beep sound, or spin up with the same sound. Some people say the beep means its failing, but this is a new drive and I don't see any issues otherwise so I am assuming the beep is normal. The drive is faster than my old one and is silent when in use. The sound gets annoying though, since it does it so often, especially whenever some program or another tries to access all my drives and invariably will spin it back up, freezing the computer for a few seconds. Also when I try to access the drive directly, half the folders in root do not appear until it beeps and spins back up.

Should I just make it run 24/7 and disable drive idle in the power options? I've heard debates about whether keeping it spinning 24/7 would be better/worse than having it spin up/down constantly, with no conclusive answer.
